Instructions for the project: Cut the cardboard tube into rings that are approximately 1″ wide. Keep in mind that you will need one ring for each napkin ring. Paint the entire cardboard ring in a color that compliments the fabric shape you have chosen. You will want to be sure to paint the whole ring including the inside and the edges. Set aside to dry.

Roughly cut around the picture that you wish to use. At this point you do not cut close to the picture. Using a paint brush or sponge applicator, apply a thin layer of Modge Podge (or whatever decoupage glue you are using) to the cardboard and lay your fabric right side up on top of the cardboard. Then, paint a layer of Modge Podge (decoupage glue) over the top (right side) of your fabric. Let dry completely.

Then, carefully cut around your shape trimming off the extra fabric or napkin leaving just the shape. Turn your cut out shape over and paint the cardboard on the back to match the cardboard ring. Let dry completely. Glue your cut out shape to the cardboard ring. If you use hot glue, you will receive an instant bond. If you use tacky glue you will need to lay your cut out shape down on your work surface. Apply some tacky glue to the center of it and place the painted cardboard ring into the glue. Let glue dry completely before moving or using the napkin ring.
