These messages about the "cloud" are not connected with your Apple ID-- they just send the messages to everybody and then hope that someone will respond. Even if only a tiny fraction respond, they can get thousands of hits. You can cut down on spam mail by using filters. If you're using Apple Mail, this may help:

E-mails from ?iCloud? about storage I keep receiving e-mails from ?iCloud? telling that my iCloud storage is full and pictures and videos will be deleted. They suggest to pay for 50gb extra storage (2 euro/year). When I check my iCloud storage I see that I still have more than 10gb storage left. Would this be phishing? How can I be sure?

Then I turned on "iCloud photos" on my iPhone along with "Optimize iPhone storage". I did this because I want photos newly taken on my phone to appear on my MacBook Pro. But I'm having storage problems on my iPhone, and I do NOT want the phone downloading more and more of my photos from iCloud until it is full.

I think some clarification is needed here. Your purchase history is stored in iCloud, which is why you'll see a cloud icon next to apps that you own but are not currently on your device. The apps themselves, and any data stored in them, take up local device storage and not iCloud storage. See here for more information:
