To change smart quotes to straight quotes (or vice versa), set the AutoFormat As You Type setting for the preferred formatting, then replace " with ". Fortunately, searching for " (straight quote) will find the curly quotes and replace them with straight.

I don't want to do the normal search and replace of all quotes, which auto-corrects straight quotes to curly quotes, because I have an occasional exception (such as 'cos as an abbreviation for British because), where the initial curly quote is intended as an apostrophe, not an opening quote, and otherwise Word would try to replace it with the ...

Hello, Im trying to modify a long list of logins in a csv file that was exported from Dashlane, but whenever I modify and save as a UTF-8 CSV (Comma Delimited) through Excel 2021, it gets rid of all the quote marks in the file, rending the data unreadable for Kaspersky Password Manager and fails to import.
New Outlook search does not work. How do I fix this?

Try turning off automatic repair on startup. Go to Advanced Options again and this time select Command Prompt, enter "bcdedit / set {current} recoveryenabled No" (without the quotes) in the Command Prompt window.
